No, it's a myth - the only to get more miles to the gallon is to; 1) use leaner fuel to air mixtures 2) improve the efficiency of the engine 3) use a fuel with more energy than gasoline.

Fuel line antifreeze is alcohol (methanol, isopropyl or ethanol) - ethanol blended fuels are by design deicing - there is no need to add fuel line deicer to ethanol blended fuel. Doing so makes the engine harder to start. You have displaced gasoline with a fuel that has 49% less energy. Methanol and isopropyl alcohol have less energy than ethanol so adding these types of alcohol to fuel increases the problems associated alcohol blended fuel.

Thus, it is used widely as a solvent and as a cleaning fluid, especially for dissolving oils.
