2002 Xplorer 400 Counterbalance Oil

I've got a new-to-me 2002 Xplorer 400 that sat for a while before I bought it. Clean machine that just got a new top end. I've changed all of the fluids and greased nearly ever fitting. However, the counterbalance oil is confusing me. When I check the dipstick near the carb, it comes out with clear, clean oil right to the fill line. When I removed the skid plate, I saw the drain plugs for the recoil and crankcase and both were dry. When I pull out the counter balance bolt, there was (I believe) an all-purpose grease inside. I stiff "plug" of it came out on the tip of the bolt. I wiped it off on a rag and it smelled like all purpose grease. I poked a piece of wire up into the drain hole to break the log jam but nothing came through. It seems like there is grease at the counterbalance drain hole stopped the clear oil on top from draining through. Then again, the dipstick shows clear oil.

Has this happened to anyone else? Is this old oil that coagulated somehow? How does one drain or clean this out?

The only advice I remember from the seller was to check the counter balance oil often. Could he have had a leak and decided to plug it with grease?

Hello everyone my name is Lorenzo I am new to page just saying hello

2004 polaris sporstman 400 dounds like it is on the rev limiter and low on power

I have a 2004 Polaris sportsman 400 and when driving it sounds like its on the rev limiter but it only at 4300RPMS, when you kinda pedal the throttle per say it will kinda get to almost 5200rpm but low on power and usually will drop back down to about 4300rpm. When the ATV is in neutral it will rev up to 6300RPM no check engine light on or anything in the speedometer. When i first looked at it I did a compression test found it was low rebuilt the top end had new valves and camshaft, cleaned the carburetor, put new spark plugs and fuel filter, new air filter, reran it after it was rebuilt same thing, I've ohmed the ignition coil plug wires and pulse coil everything ohmed out fine according to there specs, drained all the old gas, it shows the correct gear it is in when shifting tried disconnecting that see if it made a difference nothing, checked throttle safty shut down it works properly. It also has fairly new drive belt i had extra one swapped it over still same thing. This ones got mew stumped on what else to check


Note: the problem just all happened right away was running good and then just started doing this
